8/1/11 Traffic Update for NID’s Banner Cascade Pipeline Project Construction

Construction on NID’s Banner Cascade Pipeline project continues on Banner Mountain during good weather conditions between 7:00 AM and 7:00 PM.  Raw water pipeline installation continues on Wings of Morning Drive east of Wild Lily Place. The east end detour on Wings of Morning Drive is available for residential traffic as construction activities now block through use of the road. Construction equipment and trucks will enter and exit Wings of Morning Drive from both ends.  Turnouts are available along the alignment route allowing for passing residential traffic. No traffic delays are anticipated.
Raw water pipeline installation is underway on the Thomas Ranch at the end of Red Gate Road.  Expect delays up to twenty minutes; construction and logging equipment as well as truck traffic will be present on Red Gate Road and Banner Lava Cap Road heading toward Old Tunnel Road.
Work is nearly complete on Banner Lava Cap Road, Idaho Maryland Road, and Lee Lane.  Expect delays to be minimal while general cleanup is underway this week; however delays may rarely be up to twenty minutes in duration.  Flaggers will safely direct traffic through the construction zones; watch for signage.

NID is hosting an informal, open-forum public information meeting for residents along the construction route and others impacted by the construction. The August 11 meeting will be held at NID’s project trailers at the intersection of Idaho Maryland Road and Banner Lava Cap Road from 5:00 to 6:30 PM.  This meeting is intended to answer
residents’ questions and clarify details of the project.
Please plan on attending if you have questions.

vehicles will be given immediate access. 

Banner Cascade Pipeline Project Construction Schedule
8/1/11 to 8/26/11

Banner Lava Cap Road to Elizabeth George WTP:
·        Raw water pipeline installation will begin after Red Gate Road is completed.
Red Gate Road:
·        Raw water pipeline installation is expected to progress across the Thomas Ranch reaching the east end of Red Gate Road this week.  Residents should expect delays up to 20 minutes during construction activities.
Overland from Madrone Forest Drive to Red Gate Road:
·        Raw water pipeline installation continues on Thomas Ranch.
·        Logging, clearing, and stump grinding began 8/1/11.
·        Survey staking completed.
Madrone Forest Drive: Final cleanup ongoing.  No delays anticipated.
Overland between Madrone Forest Drive and the airport: Completed.
Airport and Loma Rica Water Treatment Plant: Construction is ongoing. Dewatering pump will be in continual operation until final testing is complete.
Lee Lane:
·        Final cleanup ongoing.  No delays anticipated.
·        Curb replacement to be scheduled in the next few weeks.
Idaho Maryland Road, between Lee Lane and Banner Lava Cap Road:
·        General cleanup will continue this week; expect minimal delays.
·        Curb replacement to be scheduled in the next few weeks.
Banner Lava Cap Road, between Idaho Maryland Road and Wings of
Morning Drive:
·        General cleanup will continue this week; expect minimal delays.
·        Curb replacement to be scheduled in the next few weeks.
Wings of Morning Drive (WOMD):
·        Raw water pipeline installation is proceeding well and is expected to reach Wild Lily Place this week.
·        A dedicated water truck for the WOMD area will regularly apply dust control measures during construction activities throughout the day.
·        Construction equipment and trucks will enter and exit Wings of Morning Drive from a temporary access on the east end and the permanent access on the west end.  Turnouts are available along the alignment route allowing for passing residential traffic.
Opalite Way/Snow Mountain Flow Control/Overland:
·        Control building construction work is progressing.
·        Raw water pipeline installation on Overland route to begin this week.
Red Dog Cross Road, Lola’s Echo Road, and Oak Ridge Road:
·         Raw water pipeline installation beginning from Snow Mountain Flow Control Structure will progress toward Red Dog Cross Road; work on Red Dog Cross Road is likely to begin in two weeks.
