Nov 16 Traffic Update

Construction on NID’s Banner Cascade Pipeline project continues on Banner Mountain .  Work continues on both Lee Lane and Idaho Maryland Road .  Paving operations will be underway on Lee Lane 11/17 and on Idaho Maryland Road between St. Ledger Forest Road and Lee Lane 11/17 and 18.  Expect delays up to 20 minutes; watch for construction signage and flaggers as they help safely direct traffic through the construction zones.  To avoid waiting in construction traffic on Idaho Maryland Road , use Old Tunnel Road between Banner Lava Cap Road and Brunswick Road .

Banner Cascade Pipeline Project Construction Schedule 11/15/10 to 12/10/10
Madrone Forest Drive
·        Final clean-up is in progress.
·        Phase one of restoration, soil stabilization, is completed; the contractor will maintain slopes through the winter.  Phase two of restoration, tree and vegetation replanting, will be scheduled for the fall of 2011.
Overland between Madrone Forest Drive and the airport: 
·        Phase one of restoration, soil stabilization, is completed; the contractor will maintain slopes through the winter.  Phase two of restoration, vegetation replanting, will be scheduled for later this fall.
Airport & Loma Rica Water Treatment Plant: 
·        Final clean-up along pipeline route is underway.
·        Loma Rica Water Treatment Plant structures being constructed.
Lee Lane: 
·        The treated water pipeline installation, services, and vaults are completed.  Treated water may be available along the alignment later this year, weather dependent; call NID’s customer service for more information at 530-273-6185 .
·        General clean-up and preparations for paving are ongoing.  Flaggers will direct you through the construction as quickly as safety allows.  Thank you for your patience.  The first lift of pavement is scheduled to be installed on 11/17 and 18; curbs are scheduled for installation on 11/23 and 24.  The final lift of pavement will be installed in spring of 2011.
·        48” raw water pipeline testing and tie-in to Idaho Maryland Road to be scheduled.
Idaho Maryland Road, between Lee Lane and Banner Lava Cap Road : 
·        48” raw water pipeline installation is complete.  The treated water pipeline will start on 11/29 if weather conditions allow.  Flaggers will get you through the construction as quickly as safety allows. 
·        48” raw water pipeline testing and tie-in to Lee Lane to be scheduled.
·        Phase one of restoration, soil stabilization, is underway; the contractor will maintain slopes through the winter.  Phase two of restoration, tree and vegetation replanting, will be scheduled for the fall of 2011.
·        The first lift of pavement will be installed 11/18 in readiness for winter; curbs are scheduled for installation on 11/23 and 24.  The final lift of pavement will be installed in spring of 2011.
Banner Lava Cap Road, between Idaho Maryland Road and Wings of Morning
    Drive: 
·        Curbs are scheduled for installation on 11/23 and 24.
·        Vault construction is ongoing, and may be delayed until next year.

Re: Banner Cascade Pipeline Project – Restoration Specifications

Dear Property Owner/Resident:

As part of our restoration for the Banner Cascade Pipeline Project, the District plans on replacing trees and landscaping that are affected by the construction.

You are invited to a meeting to discuss our approach for tree and vegetation restoration that will be held on Tuesday, November 16, 2010 , from 6:30 p.m. to 8:00 p.m., at the Nevada County Horsemen Club located at Bubbling Wells Road and Brunswick Road .

This meeting will be similar to previous workshops in that it will be an informal open house which will give property owners an opportunity to review the restoration plans and specifications and provide input and/or get clarification from the District.

We have also attached these specifications and plans to this letter for your information and review.
