5/23/11 Traffic Update for NID’s Banner Cascade Pipeline Project Construction

Construction on NID’s Banner Cascade Pipeline project continues on Banner Mountain during good weather conditions.  Logging activity will close Oak Ridge Drive and Lola’s Echo Road on Thursday 5/26  and Friday, 5/27 during working hours, 7:00 am to 7:00 pm.  A detour route is set up for the neighborhood; no traffic delays are anticipated.

Watch for construction signage and flaggers as they help safely direct traffic through the construction zones listed below.  Appurtenance installation continues on Idaho Maryland Road near St. Ledger Forest Road with short delays.  Use Banner Lava Cap Road as an alternate route to avoid the construction, if possible.

Air valve installations on Lee Lane will take place this week. Traffic will be limited to one lane while construction activities are underway; expect minimal delays.

The raw water pipeline installation is progressing Overland from Opalite Way and south on Wings of Morning Drive toward Sesame Street.  No delays are anticipated at this time.

Vault installation, joint sealing, and testing will be scheduled on Idaho Maryland Road and Banner Lava Cap Road, weather dependent. Traffic will be limited to one lane while construction activities are underway; expect minimal delays.

Logging activities will be completed this week on Wings of Morning Drive.  Raw water pipeline installation will begin shortly starting at Opalite Way, proceeding Overland, and continuing south on Wings of Morning Drive toward Sesame Street.  Detour signage is set up to safely direct traffic through the construction zone.  No delays are anticipated at this time.

Madrone Forest Drive:  Restoration to be scheduled for the fall of 2011.
Overland between Madrone Forest Drive and the airport:  Construction and
restoration is completed.
Airport and Loma Rica Water Treatment Plant:  Construction is ongoing;
              however, activities should not affect nearby residents.
Lee Lane: 
·        The final lift of pavement and testing of the raw and treated water pipelines will resume in the spring.
·        Restoration to be scheduled for fall 2011.
·        Tie-in to Idaho Maryland Road to be scheduled.
Idaho Maryland Road, between Lee Lane and Banner Lava Cap Road: 
·        Joint sealing and testing of the 48” raw water pipeline will continue, weather dependent. Flaggers will be onsite to direct traffic; minimal delays are expected.
·        The final lift of pavement will be installed in spring of 2011.
·        Installation of the treated water pipeline and the tie-in to Lee Lane is on hold until weather conditions improve.
·        Phase one of restoration, soil stabilization, is completed; the contractor will maintain slopes through the winter.  Phase two of restoration, tree and vegetation replanting, will be scheduled for the fall of 2011.
Banner Lava Cap Road, between Idaho Maryland Road and Wings of
   Morning Drive: 
  • Joint sealing and testing of the 48” raw water pipeline will continue, weather dependent. Flaggers will be onsite to direct traffic; minimal delays are expected.
·        The contractor is waiting for weather conditions to improve in order to start on vault construction.
Wings of Morning Drive: See opening paragraph for details
·         Staking and logging to begin in mid February, weather dependent.  Affected property owners will be notified 72 hours prior to the beginning of logging.
Opalite Way/Snow Mtn. Flow Control/Overland: Logging to begin in mid                     February, weather dependent.
Red Dog Cross Road, Lola’s Echo Road, and Oak Ridge Road: Logging to
          begin in March or April.
